I would recommend that you get all three certs before you apply.

You may be wanting to see if you can pass the application process before you take the certs. :) I'm not sure that they will do that for you, but I can't speak to that. What I can say is that if you are going for your CWNE, whether before the end of this year or after, you should take the CWAP test. It is going to be a significant advantage that you go through the CWAP test before the CWNE test.
