This article makes a point of saying that the "science" on this topic is divided, and it is, but the "sense" behind each of the recommendations makes sense if you understand the technology.

It would have been better if the article had explained those factors - e.g. cell phones have their power levels boosted when they are in poor reception areas.

Personally, I get enough RF exposure without a cell phone, so my phone is off 99.999 % of the time - even though it drives my kids crazy.
