    Yes , on Win7 You can build hotspot with Connectify software creating Microsoft Virtual WiFi Miniport Adapter and WPA2-PSK security. In organization it would be disabled with MS Group Policy http://gnawgnu.blogspot.com/2010/02/how-to-disable-softap-aka-windows-7.html
