Has anyone developed or seen example Wireless Strategy documents for a company?

I have been asked by my management to create one where I work. And wants to see things like:

How do we secure what we have today?
Background - What is the Division using today that is wireless?
What kind of KPI's (key performance indicators) will be generated for monthly review? How do we know that each plant is operating at peak efficiency?

Etc with about 15 other points.

I am not sure how to go about creating this document does anyone have any suggestions??
