    The section I referred to you in the standard explains why you are having this problem. Stations are engineered to use information from any Beacon with the BSSID of the AP they are associated to. If you have multiple SSIDs configured for one BSSID, then stations could be getting "wrong" information from the Beacon.

    Back when Cisco had one BSSID for all SSIDs on their APs, most of the PHY layer properties -- along with the encryption cipher -- could not be modified between SSIDs. Now Cisco APs have the option for multiple BSSIDs if the firmware is relatively recent.

    The bottom line is that it is bad engineering to create APs that use one BSSID for all SSIDs.
