If you turn off the 11MB rate, clients that are able to use it in the future will only be able to use the lower rates. The service set will never be faster than the 5.5 rate. The opposite is more often done, removing the lower rates. This forces STAs to be closer to the AP and to use the higher data rates for better service, but forces you to buy and co-locate more APs. I have not seen a need to turn off the higher rates.
