    For the stand alone Cisco APs, you may want to check their configurations for "AAA Override"...at least that is what is called on the controllers. Basically allowing the controller (which is built in to the Fat AP...so to speak) to override it's default vlan=y configuration for whatever the ACS is trying to pass back.

    As for the Aruba side of things, you may want to check the virtual AP and AAA profiles in the Aruba controller. I don't recall the exact screens (but I'll look when I can), but you need to specify what attributes you want back from the radius server, else the controller will place the client in the default vlan. In your example, vlan "y". Obviously, the vlan assignment is one of the attributes you want back, without it, you get the default vlan config for that SSID.
