could you have them export the file into a .wmf, then use something powerful, yet free, such as Gimp to edit it as needed? I face the same issue at work, but I also have the luxury of having access to AutoCAD or AutoDESK to manipulate the files. But i do use Gimp to do other stuff to the files once they have been exported, but I dont mess around with the layers.
