How exactly a STA connects to the "best" channel?

In my experience, it all depends on the client and its intelligence.
If the signal from the AP's is somewhat close, you could reconnect and the STA may even connect to a different AP. Swap wireless cards and they would probably act differently.
This points to one of the biggest problems in Wi-Fi today; STA's that make connection and roaming decisions differently that others. This was one of the reasons that Meru went the way they did.
