    If the STA does not receive Message 1 within the expected time interval (prior to IEEE 802.1X timeout), it should disassociate, deauthenticate, and try another AP/STA.


    I can only guess since it doesn't differentiate between the first time and any subsequent time. My guess is that this only applies to the initial 802.1X/EAP authentication. On subsequent reauthentications, it's already authenticated to the network, but is trying to roam. There would be no need to deauthenticate since the WLAN infrastructure already knows that the station is legitimate.
