Topo and RF propagation type tools

I am looking for any type of FOSS or web based tools that I could use for determining site to site RF links probability. I am being "forced" into the using "free" or very low cost solutions.
I have seen some type of Google type topo layover (cannot remember where) and I could use that to perform a SWAG, but I'd prefer something web based where I could enter the addresses or map coords, foliage height, yadda, yadda and determine what my antenna heights etc may need to be.
The general distances that I am looking to cover are from 5-25 miles and I am looking for a place to start.

Success Stories
