If RSNIE is optional, how do clients know the capabilities of the BSSID if it not included?

RSNIE is only optional in as much as an RSN is optional. However, some vendors use the Wi-Fi Alliance's vendor-specific WPA IE instead of the RSN IE, but this usually depends upon configuration (WPA vs. WPA2 or TKIP vs. CCMP). In an RSN, either the RSN or WPA IE will be present; sometimes both.
