    At least one rate must be chosen as basic.

    Due to time constraints I couldn't find an exact statement in the standard that says that there has to be one, but I did find something that should be proof enough:

    Control frames that initiate a frame exchange shall be transmitted at one of the rates in the BSS-BasicRateSet
    parameter...

    Notice that it is requiring that all control frames be sent in a basic rate.
