I think the CWNP will disclose more details on the CWNE application sometime. They do their best to make CWNE the highest wireless cert in the industry.    

The new policy for CWNE application signals people that they need to be professional enough to earn the cert. Recall the word from Sybex CWNA study guide: the CWNA is not a foundation-level cert; professionals pursuing CWNA usually have already held other IT certs like CCNA. The same thing applies to the CWNE cert, I think.    

So just stay tuned. We may soon see the updated information on CWNE cert.
