    To save time diagnosing the problem, can you swap one of the known good units with this one? I am betting that it just a bad unit.
    But, have you looked into co-location interference?
    How about running a spectrum analyzer sweep? Does the AP have a channel monitoring utility built-in? Are there any other AP's directly upstairs or downstairs on the same, or nearby, channels?
    I'm sure you have thought of these things, but I just wanted to throw them out there, just in case.
