Over the years we have done this several ways depending on what the university wanted. We set up a separate SSID and used a controller such as a Nomadix or a Colubris (Aruba's controller will do this with the external services license). We then use a radius proxy for all registered students, staff and facility using the university mail user accounts. In doing this you have full logging & reporting as well as an acceptance of the university "acceptable use policy". A couple universities offered non students, staff and facility access through a 'pay as you go' system. For those locations we used Pronto Networks' backoffice solution.
