So what determines the minimum size of an antenna to be able to "see" the various phase shifts or whatever type of modulation technique is being used?

I'm thinking of this as a vertical element with a perpendicular line with peaks and troughs as the incoming carrier signal. So is the antenna length based on expected signal amplitude so that no phase shifts will be "larger" than the antenna and thus missed at the 1/4 degree marks?
