Tunneled EAPOL traffic out of order

    My environment has a central cisco 9800 WLC. When performing wireless pcaps for troubleshooting, I noticed EAPOL messages are being sourced from the controller to the client device on message #1.

    In autonomous AP deployments, I am used to EAPOL message #1 beginning with the client device with the AP as the destination.

    My gut tells me this has something to do with the CAPWAP tunnel. 

    Can anyone shed some light? 

    I have a pcap I can email if interested.
