STA's control when they roam. In your scenario, the STA may roam before it gets out of AP1's range if AP2 is providing a stronger signal; given the same SSID is being used. Do some research on roaming and all of this will become clear to you. Also, look at Phishing attacks to further show how the STA is in control of roaming.
